Can anybody help me figure out the second quest? I've killed like 50 Drunken Louts and have not yet gotten a Greasy Confectionery.

I think you've just been exceptionally unlucky. I just got a Greasy Confectionary from the 3rd Drunken Lout I killed. I put it up at the Market for you.
