Higher level zones should be available sooner.

If I had a lvl 20 character and would want to gain a level as quickly as possible (for raids or so) and if the lvl 21 zone was available, than I could buy the best gear for lvl 20 and a LOT of potions and go into the lvl 21 zone so I could get get more exp and level faster.

I've actually got something like this in my TODO list. Though in my mind, it'd be a passive effect granted through a spell or an item you use/wear.

This is actually possible now through bravery.
