As with the other scrolls, it's only found from a single monster. Try exploring areas you might have missed in lieu of pursing the current quest.

It may be common.
It isn't universal.

I know I've gotten at least one via drops, and thought it was just a low probability random drop.

If I knew it was from a single source, I'd have milked that source. Kinda like how I milked bedsheets, etc, for a while -- good money on the exchange.
