Game! - Where the stick is mightier than the sword!

I've been grinding away at level 50 slowly accumulating the items that make up the set. I got my Top Hat today, so I'm only lacking in the Monocle department. Just want to make sure that I'm on the right track. I'm just hanging out in the Prison, waiting for these to drop. I'm guessing that the low drop rate for these items is just because they're rare, not because they only drop in certain areas or from certain monsters.

Are these things just really rare or am I not in the right area?

I'm pretty sure that I've seen all the High Class items except Monocle drop in the Prison.

I have yet to see a Golden Dollar Sign drop, but I have a bunch of Golden Chains. Are these tied to a specific area or monster?

Monocles are indeed quite rare, although they're not tied to a specific monster or area. Golden Dollar Signs aren't as rare as Monocles, but otherwise are in the same boat.
